The San Francisco-based lender said Thursday it's going to try out the idea of offering homeowners the chance to stay on as renters?as an alternative to seizing their properties in foreclosure. The plan would let those families stay on for as long three years.

''Our priority is designing a solution that helps our customer,'' said Ron Sturzenegger, Legacy Asset Servicing executive at?Bank of America in a statement. ''If this evolves from a pilot into a more broadly based program, we also see potential benefits from helping to stabilize housing prices in the surrounding community and curtail neighborhood blight by keeping a portion of distressed properties off the market.''

Converting families into rent-paying tenants after Bank of America seizes their homes would also help boost Bank of America's bottom line, in several ways.

Many of the homes Bank of America takes back sit empty and require upkeep until a buyer can be found, often at a fire sale price. Renting those homes back to their former owners would?also provide Bank of America with a new source of revenue and give the bank more time to find investors to buy the property, helping to avoid slashing the sale price as it works to clear a glut of unsold properties.

Because borrowers voluntarily agree to sign over their title, the program could also help Bank of America avoid any potential legal hurdles in cases where shoddy paperwork makes it difficult for the lender to prove it owns a mortgage and has a right to foreclose. ?In some states, increased scrutiny of those documents have slowed the pace of foreclosures. Nationwide, lenders completed some 860,000 foreclosures last year, down from 1.1 million in 2010, according to CoreLogic.

Even with the slowdown, mortgage lenders like Bank of America have accumulated a huge backlog of unsold houses. Five years into the worst housing collapse since the Great Depression, that inventory of seized properties continues to weigh on the housing market and on the price of every house Bank of America tries to sell.

Last month, one in five homes sold in the U.S. were foreclosures, according to the National Association of Realtors. Another 15 percent were "short sales" - in which lenders like Bank of America agree to let a homeowner facing foreclosure sell the house for less than they owe.

The foreclosure pipeline, meanwhile, continues to fill, pushing more distressed properties on the market. Last month, the total supply of unsold homes for sale rose 4.3 percent to 2.4 million, or about a 6.4-month supply, according to the NAR. ?Housing economists figure supply and demand are roughly in balance with that much inventory.

But there are another 1.6 million homes in the foreclosure pipeline that have yet hit the market, according to CoreLogic, which tracks this so-called "shadow inventory."

"Almost half of the shadow inventory is not yet in the foreclosure process," said Mark Fleming, chief economist for CoreLogic. in a statement "Shadow inventory also remains concentrated in states impacted by sharp price declines and states with long foreclosure timelines."

Some 800,000 homes are owned by families that are more than three months behind in their payments, another ?410,000 are in some stage of foreclosure and 400,000 have already been seized by banks but not yet listed for sale. Fannie Mae plans to auction off 2,500 foreclosed homes next month and expand those sales later this year.

The impact of those yet-to-be listed houses will be felt most severely in just a handful of states where foreclosure are most concentrated:? Florida, California and Illinois account for more than a third of the shadow inventory, according to CoreLogic data. Homosexual and Lesbian Relationships as Marriage in Maryland ...

LOS ANGELES, CA (Catholic Online) ? Homosexual?and Lesbian unions?are?on the road to being given the legal equivalency of marriage?in the State of Maryland after the legislature gave its final approval to a bill. It manufactures a legal equivalency between?such relationships and marriage between one man and one woman.?

The bill will now be sent to Governor Martin O?Malley, who said he would sign it sometime next week. The state Senate voted 25-22 for the law, coming less than a week after the House of Delegates barely passed the measure.

Maryland will become the eighth state to compel?homosexual and lesbian relationships to be recognized as a?marriage under State Law when O?Malley signs the legislation. The Democrat made the measure a priority this session after it stalled last year.

?This issue has taken a lot of energy, as well it should, and I?m very proud of the House of Delegates and also the Senate for resolving this issue on the side of human dignity, and I look forward to signing the bill,? O?Malley said after the Senate vote.

Opponents vow to bring the measure to referendum in November. Opponents will need to gather at least 55,726 valid signatures of Maryland voters to put it on the ballot.They are apparently well on the way to achieving their goal.

Many?churches, clergy, concerned citizens?and Pro-Marriage and Family groups have spoken out against the bill because it undermines the truth about marriage and the family and society founded upon it. It is also a direct threat to Religious Freedom ref. The Catholic Church has taken the lead in the defense of marriage?for what it is -?a lifelong union between one man and one woman, open to the bearing and rearing of children.

The issue of giving a legal equivalency between homosexual realtionships and marriage ?has not been submitted to a vote. The opponents of the legislation signed by the governor insist that such a failure to allow a referendum of the people on this vital social issue is repugnant to representative democracy.?

?The enormous public outcry that this legislation has generated ? voiced by Marylanders that span political, racial, social and religious backgrounds ? demonstrates a clear need to take this issue to a vote of the people,? Maryland Catholic Conference spokeswoman Kathy Dempsey said in a statement. ?Every time this issue has been brought to a statewide vote, the people have upheld traditional marriage.?

Leaders at the Human Rights Campaign, the leading advocacy group for the homosexual equivalency movement in America,?supported the measure which compels the law to treat homosexual relationships as the moral and legal equivalent of marriage. They expect?opponents to gather the required number of signatures.

?There remains a lot of work to do between now and November to make marriage equality a reality in Maryland,? Joe Solmonese, HRC president said in a statement. ?Along with coalition partners, we look forward to educating and engaging voters about what this bill does: It strengthens all Maryland families and protects religious liberty.?

Senators did reject some amendments to the legislation. Proponents warned that amending the bill could kill it because gathering enough support for altered legislation in the House would be difficult.

Senators passed a similar measure last year by 25-21, but the bill died in the House after delegates rescinded their initial support citing concerns that it could violate religious liberties of churches and business owners who do not support same-sex unions.

Sen. Allan Kittleman, the only Senate Republican to vote in favor of the legislation says he is proud of his decision and not concerned about political consequences down the road. ?You don?t worry about politics when you?re dealing with the civil rights issue of your generation,? Kittleman said.

In every State that such an effort?has been sumitted to the people for a vote, marriage as a union between one man and one woman has been upheld and protected.

Anti-smoking PSAs offer tips on life with a tracheotomy

Last night, while watching an episode of A&E's Intervention, I saw a new public service announcement (PSA) from the Centers for Disease Control (CDC). The PSA, "Tips From Former Smokers," featured a number of former smokers who had tracheotomies, an operation in which a surgical hole is created from the outside of a person's neck to access the trachea. Along with severely altering, or even removing, a person's voice, the operation poses several long-term issues.

In the ad, the smokers gave examples of ways in which the tracheotomies interfere with normal daily actions.

"When you have a hole in your neck, don't face the shower head."

"Suction out your throat before you eat."

"Crouch, don't bend over. You don't want to lose the food in your stomach."

It turns out the CDC has released an entire series of the PSAs. You can watch more of them below. They are difficult to watch but powerful and moving. In related news, yesterday a federal appeals court in Kentucky upheld a law requiring cigarette companies to carry "graphic warning labels" on their packaging. The law is being challenged by two tobacco companies.

All of those Kinect-enabled Xbox 360 video apps Microsoft has been promising since last year's dashboard update continue to slowly leak out, and the latest is the BBC iPlayer. Already long available on the Nintendo Wii and PlayStation 3, UK gamers finally have access to the catalog of titles on any major console they choose. Goldman to review internal policies on deals

NEW YORK (AP) ? Goldman Sachs is reviewing internal policies for its bankers involved in deals.

The New York investment bank's policies on conflicts of interest became an issue in the $21 billion buyout of El Paso by Houston natural gas pipeline company Kinder Morgan.

Goldman collected a fee for advising El Paso on the deal. However Goldman failed to disclose that one of its lead bankers on the team owned Kinder Morgan Stock. El Paso was aware that Goldman's private equity arm owned a stake in Kinder Morgan and that Goldman controlled two seats on Kinder Morgan's board.

"We regret that El Paso's board wasn't aware," said David Wells, spokesman at Goldman. "We are reviewing our policies and procedures with the goal of strengthening them."

Goldman is already dealing with fallout from the embarrassing public resignation of employee Greg Smith, who questioned in an Op-Ed article for The New York Times whether the investment bank deals honestly with all its clients.

"Gimme the Loot," "Mr. Baker" win top prizes at SXSW fest

LOS ANGELES (TheWrap.com) - The Bronx-set drama "Gimme the Loot" and the rock documentary "Beware of Mr. Baker" have won the top jury awards at the 2012 South by Southwest Film Conference and Festival.

The first five days of the Austin festival also saw the premiere of Sony's "21 Jump Street," an array of raucously received horror and genre films, appearances by Willem Dafoe, Matthew McConaughey, Minnie Driver, Joss Whedon and many others, and even a controversial use of homeless people as wifi hotspots.

SXSW's film festival, which runs as part of a 10-day block that also includes an interactive festival and a music festival, announced its awards on Tuesday, near the midpoint of its run rather than at the end.

"Gimme the Loot," writer-director Adam Leon's film about a pair of graffiti artists looking for revenge after a rival gang defaces their work, won the Grand Jury Prize for narrative features, topping a field that included eight world premieres.

Jay Bulger's "Beware of Mr. Baker," a documentary about veteran rock drummer Ginger Baker, won the Grand Jury Prize for documentary features.

Other prize winners included Megan Griffiths' "Eden" (Narrative Feature Audience Award) and Annie Eastman's "Bay of All Saints" (Documentary Feature Audience Award).

But the focus at SXSW, if a sprawling film festival competing for attention with simultaneous interactive and music festivals can be said to have a focus, is not on the films that win awards, but on the unruly films that find a more enthusiastic audience in Austin than they likely will anywhere else.

One example: "Los Chidos," a film from Omar Rodriguez Lopez, frontman for the rock band the Mars Volta. At indieWIRE, Eric Kohn called the film "the bastard love child of John Waters and Alejandro Jodoworsky," and added, the "crazy spin on the telenovela includes a graphic scatological meal, incest, severed penises in jars, inexplicable cannibalism and intentionally amateurish dialogue that's obviously dubbed." It also, he pointed out, "played through the roof" at SXSW.

Other SXSW hits included Craig Zobel's "Compliance," which didn't divide the audience the way it had at Sundance; David Zellner's surreal "Kid-Thing"; Sony Classics' "The Raid: Redemption," a martial-arts epic from Gareth Huw Evans; and the opening-night selection, "The Cabin in the Woods," a genre-deconstructing horror film from writer-director Drew Goodard and writer-producer Joss Whedon.

Anne Thompson, for one, wondered if the last of those films is too smart and knowing to be a hit outside of the friendly confines of Austin, though she embraced the film, which she said "allows the audience to enjoy its sexy, exploitative, subversive E-ride through horror monsters past (and some demented new creations as well) as it sends up all the clich?s of the genre."

The festival's annual "secret screening," meanwhile, was "Sinister," a horror film starring Ethan Hawke and directed by Scott Derrickson ("The Exorcism of Emily Rose").

The found-footage story of a man who finds a box of Super 8 movies while investigating a series of murders, "Sinister" is "a controlled and sophisticated slow-burn horror film," according to Drew McWeeny, "?that introduces the sort of movie monster that could easily become a fan favorite and drive an ongoing series."

Critics who are trying to document all of this found a novel way to file their stories from Austin: "homeless hot spots." The brainchild of the marketing company Bartie Bogie Hegarty, the plan gives 4G hotspots to some of the city's homeless people, along with t-shirts reading "I am a 4G hotspot." SXSW festivalgoers are then invited to pay the "hotspots" whatever amount they'd like while availing themselves of connectivity.

"The digital divide has never hit us over the head with a more blunt display of un-selfconscious gall," wrote ReadWriteWeb's Jon Mitchell, who goes on to wrestle with the ethics at some length.

By mid-week, SXSW was beginning the transition from film and interactive to music; although the film festival runs through March 17, the music festival's launch on Tuesday marked a shift in focus. Jay-Z showed up that day to give a kickoff show at Austin City Limits, where he arrived late after receiving a police escort from the airport.

And on Thursday, Bruce Springsteen will deliver the SXSW Music Festival's keynote address, followed by a performance with the E Street Band at an unnamed, "intimate" venue in Austin. SXSW patrons have to enter a lottery to win tickets for that show - though they also have a pretty good chance of seeing the Boss onstage if they can get in to SXSW shows by Tom Morello or Alejandro Escovedo as well.

SXSW's film festival ends on Saturday, with the musical festival continuing one additional day.

Pfizer says Europe undermining drug innovation

LONDON (Reuters) - Europe is undermining drug innovation by cutting prices, raising barriers to new medicines and freeloading" off others in Asia and the United States who are more willing to pay, the boss of Pfizer, the world's largest drugmaker, said.

European governments are sacrificing the long-term future of science in their countries for the sake of short-term budget cuts, chief executive Ian Read told Reuters on Monday.

There is a disconnect in Europe between the marketplace for pharmaceuticals and the desire of European governments to have innovation and research," he said in an interview.

Europe is not paying its fair share of innovation."

Tensions between large drug companies and European governments have been rising for several years as administrations across the region face the challenge of curbing the rising costs of healthcare in tough economic times. Governments are by far the biggest buyers of medicines in Europe, allowing them to dictate prices.

The common European practice of cross-referencing to medicine prices in other countries means that exceptional price cuts in Spain or Greece will trigger knock-on cuts elsewhere.

Modern medicines for complex diseases like cancer can be hugely expensive and many governments in Europe have also put other mechanisms in place, such as Britain's cost-effectiveness watchdog the National Institute for Health and Clinical Excellence (NICE).

Read hit out at governments who have slashed drug prices and racked up close to $20 billion in unpaid bills for medicines, largely in southern Europe, saying their increasing reluctance to pay up for innovative therapies would come back to haunt them.

The pharmaceutical industry requires a vibrant marketplace. It's a high-risk business ... and a high-risk business needs the potential for high returns. So in the end, European leaders are sacrificing the long term for the short term," Read said.

GlaxoSmithKline Plc Chief Executive Andrew Witty said last month he now ranked Europe behind the United States and Japan as a market where he would want to launch new products.

Bayer AG CEO Marijn Dekkers has also expressed concern about Europe's direction, noting in a recent results presentation that the money earned from today's drugs was needed to pay for developing the medicines of tomorrow.

POLISH PRICES FOR GERMANY?

Pfizer's Read singled out Germany for particular criticism, pointing to Berlin's recent decisions to extend drug price freezes from 2010, which were initially designed as an emergency measure, and to use a basket of countries including Poland and Greece as a benchmark for how much it will pay for drugs.

What is the fundamental message there? They are saying ... investment in innovation is at a level that Greek prices can support," Read said.

That's not a recipe to create an innovative industry that can compete on the world stage."

Read, who took over as Pfizer chief executive in December 2010 after the abrupt departure of his predecessor Jeff Kindler, said he'd like to see governments taking a longer-term view and engaging on the issue of who should pay for the research and development costs of cutting-edge medicines.

Since Germany is one of Europe's wealthiest countries, Read questioned whether referencing its prices to Greek or Polish levels would offer drugmakers a fair return.

These are the questions I'd like politicians to look at in a fundamental way," he said.

Asked whether such discussions should take place as part of World Trade Organization talks, he said they were not on the agenda at the moment, but probably should be.

Eventually I think it will have to be. The risk of freeloading is so great in an industry with sunk costs," he said.

'John Carter' Stumbles As 'Lorax' Takes Box-Office Crown

Dr. Seuss film is highest-grossing movie of the year so far.

"Dr. Seuss' The Lorax" was the #1 movie at the box office for a second consecutive weekend, but the bigger story was the film that came in at #2.

"John Carter," which Disney hoped would kick off a franchise based on the classic Edgar Rice Burroughs stories that inspired generations of sci-fi, opened with $30.6 million. In an article bearing the headline " 'Ishtar' on Mars," the New York Times reported that "John Carter" cost about $350 million to market and produce. Even with its $71 million overseas total, "Carter" is a long way from an estimated break-even point of $600 million. "Ishtar" is a 1987 film famous for how hard it flopped despite the presence of two A-list stars (Warren Beatty, Dustin Hoffman) and huge marketing.

The tale of a Civil War veteran who finds himself in the middle of a local conflict on Mars, "Carter" is the first live-action film directed by Andrew Stanton ("Finding Nemo," "WALL-E") and stars "Friday Night Lights" alum Taylor Kitsch in the title role. Reviews were decidedly mixed; Rotten Tomatoes had assigned it a "Tomatometer" rating of 49 percent at press time. "Lifeless on Mars," proclaimed TheWrap.com's Alonso Duralde. "For all its efforts and intentions, and despite the occasional minor thrill, 'John Carter' winds up being as generic and forgettable as its title."

The folks behind "The Lorax," meanwhile, had plenty to celebrate. The animated Dr. Seuss adaptation made $39.1 million in its second weekend in theaters, putting it past "The Vow" to become 2012's highest-grossing film thus far with its estimated total of nearly $122 million. The second-week 44 percent decline of "The Lorax" was about on par with "Horton Hears a Who!," which made $154 million during its domestic theatrical run in 2008.

Found-footage party film "Project X" was #3 at the box office with $11.5 million for a $40.1 million total. Horror flick "Silent House" was a dud, opening at #4 with $7 million. The top five was rounded out by another box-office disappointment, "A Thousand Words," which debuted with $6.3 million, barely more than the opening-weekend numbers for fairly recent Eddie Murphy flops "Meet Dave" ($5.25 million) and "Imagine That" ($5.5 million). Neither "A Thousand Words" nor "John Carter" suffered as badly as Eddie Murhpy's sci-fi comedy "The Adventures of Pluto Nash," which made $4.4 million during its entire theatrical run in 2002 against a production budget estimated to be more than $100 million.

The comedy "Friends With Kids" opened at #13 with $2.1 million but played at only 374 theaters. By comparison, "John Carter" was at 3,749.

This weekend's new releases include the comedic big-screen version of "21 Jump Street," the '90s cop show that launched Johnny Depp. The reboot co-stars and was produced by Jonah Hill. Also coming up: Will Ferrell's Spanish-language comedy "Casa de mi Padre," the Jason Segel/ Ed Helms comedy "Jeff, Who Lives at Home," the Adrien Brody drama "Detachment" and the latest in a string of poorly reviewed Nicolas Cage films, "Seeking Justice."
