Intel TV Set-Top Box - Business Insider

Intel is reportedly working on a set-top box for your TV that will let you stream video and audio content, record shows online, and watch a few select cable channels.

We've been hearing rumblings of Intel's set-top box for a few months, but TechCrunch and Slashgear are both reporting that Intel will unveil the device at the Consumer Electronics Show next week.?

But we'll only get to see a prototype at CES because Intel reportedly plans to roll out the box city by city as it works out content deals with cable networks. It could be several months before this thing actually launches.

The?WSJ reported a few months ago?that Apple could release a set-top box that can replace the cable box and DVR from your cable company. It sounds like Intel's concept is pretty similar.?

The Intel box is just the latest example of how companies are rushing to push out a Smart TV set or set-top box before Apple can launch its own new TV product. Apple has hinted several times that the living room is its next target, and many expect that to come to fruition in 2013.?

And Intel isn't alone. Samsung is making a big push with Smart TVs this year and has been teasing its newest model like crazy over the last few weeks. LG has already announced two Smart TVs that it'll show off at CES, one powered by Google TV and another with its own software.

Top law professor quits Zimbabwe rights watchdog

HARARE, Zimbabwe (AP) ? The head of an independent but state-funded human rights commission says he has quit because of a lack of financial support and inadequate legislation empowering it to monitor the situation and punish violations.

Professor Reg Austin, an eminent law professor and expert on international and constitutional law, announced his departure Saturday.

In a statement, he likened the commission, set up under a democratic reform program in 2010, to "a baby for whose birth the parents made no preparations: no nursery, not cot, no blankets, no baby food."

An independent Zimbabwe lawyers group said Saturday the decision to quit by a lifelong campaigner for justice ahead of elections proposed next year confirmed the failure of President Robert Mugabe's government to end rights abuses after years of violations linked to elections.

NCAA Football: Texas Tech rallies to beat Minnesota 34-31 in bowl game

HOUSTON?D.J. Johnson returned an interception 39 yards and Ryan Bustin made a 28-yard field goal as time expired to give Texas Tech a 34-31 comeback victory over Minnesota on Friday night in the Meineke Car Care Bowl.

Seth Doege found Eric Ward on a short pass, and he outran a defender for a 35-yard scoring play to pull the Red Raiders even at 31 with just more than a minute remaining.

Michael Carter intercepted two of Doege's passes in the fourth quarter before the tying score, but Minnesota couldn't convert either of the turnovers into points.

Philip Nelson threw for 138 yards and two scores for the Gophers, who were in a bowl game for the first time since 2009.

The Red Raiders returned to a bowl after having their 18-season bowl streak snapped last year.

A 1-yard touchdown pass from Nelson to Drew Goodger gave Minnesota a 31-24 lead early in the fourth quarter.

Texas Tech led 24-17 at halftime, but couldn't do

anything offensively in the second half until the last couple of minutes. It was an ugly game for the Red Raiders, who had 13 penalties for 135 yards and lost the tight end Jace Amaro when he was ejected for throwing a punch.

Jakeem Grant ran for what was initially ruled a touchdown for Tech late in the third quarter. Amaro threw a punch at Derrick Wells in the end zone on the play and was ejected.

After the penalty, the play was reviewed and overturned. Doege threw an incomplete pass before Tech made a 32-yard field goal. But the Red Raiders had a false start penalty on the play and had to kick again and this time the Gophers blocked it.

Nelson threw a 17-yard touchdown pass to Devin Crawford-Tufts, who was left uncovered in the end zone, to tie it at 24 early in the third quarter.

Donnell Kirkwood scored on a 3-yard run to leave Minnesota up 17-14 early in the second quarter.

Texas Tech had a first-and-goal at the Minnesota 2 after a pass-interference call on the Gophers. But Texas Tech had to settle for a field goal after a rush for a 3-yard loss and two penalties.

Minnesota's next drive started out well before turning ugly. The Gophers had made two first downs before Gray was sacked for a loss of seven yards. Kirkwood ran for 17 yards on the next play, but Minnesota received two 15-yard penalties on the play, one for a personal foul on lineman Zac Epping, to make it second-and-42. Epping received a second personal foul penalty on the next play to bring up third-and-49.

Christian Eldred shanked the punt, giving Texas Tech the ball at the Minnesota 42.

The Red Raiders capitalized on their great field position when Doege spun away from a defender in the backfield and leaped over another Gopher near the goal line on a 4-yard touchdown run. Tech converted a fourth-and-6 play on that drive, and led 24-17 at halftime.

Minnesota's Rodrick Williams Jr. scored on a 2-yard run to give the Gophers a 10-7 lead in the first quarter.

Doege lost his helmet on a 5-yard scramble on Tech's next drive and had to go out for one play. He was replaced by Michael Brewer, who found Derreck Edwards for a 13-yard touchdown pass to give the Red Raiders a 14-10 lead.

Minnesota's Troy Stoudermire returned the opening kickoff 26 yards to break the NCAA record for career kickoff return yards. He finished the game with 111 yards to push his total to 3,615.

The Gophers ended that drive with a 41-yard field goal to make it 3-0.

Texas Tech's Grant returned the ensuing kickoff 99 yards for a touchdown to put Texas Tech up 7-3.

Nine years after brutally slaying his 92-year-old grandmother with a hammer, the man who opened fire on volunteer firefighters on Christmas Eve in upstate New York told a parole board in 1989 that he was worried he might kill again if freed, according to court documents.

?If you were capable of it once, are you capable of it again?" William Spengler wondered out loud at an Oct. 3, 1989, parole hearing, according to state criminal records released by the New York Department of Corrections in the wake of Monday?s shooting.?

"There is no reason why it should have happened,? he told commission members. ?It makes sense no sense whatsoever. You know, hindsight is a great thing but it does no good."?


That exchange, which occurred at one in a series of parole board hearings from 1989-?97, took on added significance in the aftermath of the Christmas Eve attack, in which authorities say the 62-year-old Spengler set his home in Webster, N.Y., afire and then shot volunteer firefighters who came to put it out. Two firefighters were killed and three others, including a police officer, were seriously injured. Spengler then killed himself as police closed in.

The documents offer little insight into Spengler?s mental state leading up to the Dec. 24 attack, except to demonstrate that he unable to comprehend why he killed the first time.

Spengler frequently quarreled with the parole board members during the hearings, disputing how many times he struck his grandmother with the hammer in the July 18, 1980, attack, for example

He also blamed his grandmother for precipitating the attack by hitting him in the groin, and said he only had the hammer because he was preparing to board up a basement door to prevent his grandmother from going to the cellar.

The parole board unanimously denied Spengler?s release in 1989, and subsequent boards did the same for six years, through 1997, when members said that ?the extreme serious nature of your crime, the brutal beating of a 92-year-old grandmother with a hammer continues to militate against discretionary release."

It is unclear what led to Spengler?s release the following year. After spending 18 years behind bars he was well within the sentencing guidelines ? between 8 1/3 and 25 years. But authorities could have held him another seven years. ?

The state Department of Corrections provided this statement in response to an inquiry by NBC News.

"The last time he appeared before the Board was 1997.? He was conditionally released in 1998 as matter of law and remained under community supervision until the end of his sentence in 2006."

Iraq Sunni rallies gather steam

RAMADI, Iraq (Reuters) - Thousands of protesters from Iraq's Sunni Muslim minority kept up a week-old blockade on a key highway on Thursday and readied mass rallies for Friday to demand concessions from Prime Minister Nuri al-Maliki.

Protests flared last week after troops loyal to Maliki, who is from the Shi'ite majority, detained bodyguards of his finance minister, a Sunni. Many Sunnis, whose community dominated Iraq until the fall of Saddam Hussein, accuse Maliki of refusing to share power and of favoring Shi'ite, non-Arab neighbor Iran.

A year after U.S. troops left, sectarian friction, as well as tension over land and oil between Arabs and ethnic Kurds, threaten renewed unrest and are hampering efforts to repair the damage of years of violence and exploit Iraq's energy riches.

"The people want to bring down the regime," chanted some of about 2,000 demonstrators in the Sunni city of Ramadi - an echo of those used abroad during last year's "Arab Spring" and still a rallying cry for mainly Sunni rebels in neighboring Syria.

Some flew the old Iraqi flag, introduced by Saddam's Baath party and bearing three stars. It was replaced in 2008. Earlier in the week, Syria's rebel flag was also flown at the protests.

The main highway at Ramadi, 100 km (60 miles) west of Baghdad, was barricaded for a fifth day, disrupting transit of government supplies along a key trade route to and from Jordan and Syria. Protesters were, however, letting most trucks, carrying private goods, pass along another road through Ramadi.

There was also a small protest in the northern city of Mosul. Activists, who want changes to laws on terrorism that they say penalize Sunnis, plan bigger rallies on Friday, the traditional day of rest - and protest - in the Muslim world.

"If the government does not deal seriously with the people's demands, we will take our battle to the gates of Baghdad," said Sheikh Ali Hatem Sulaiman, head of the Dulaimi tribe, which dominates Ramadi and the sprawling desert province of Anbar.

Recalling the role the Anbar tribes played in first fighting the U.S. occupation and then allying with U.S. forces and the Baghdad government to contain al Qaeda fighters in the region, the sheikh warned Maliki's administration that Sunnis might resort to violence - though it is unclear how ready they are:

"Just as we fought al-Qaeda and the Americans, we will fight the government inside Baghdad," he said.

Should Friday's protests provide a mass show of force, it may add to concerns that the increasingly sectarian Syrian civil war, where majority Sunnis are battling a ruler backed by Iran, will push Iraq back to the Sunni-Shi'ite slaughter of 2005-07.

Al Qaeda fighters appear to be regrouping in Anbar and to be joining rebel ranks across the border in Syria.

While demands so far focus on the anti-terrorism laws which Sunnis say are being used against them, one lecturer in law at Baghdad University said Sunnis might be emboldened to call for regional autonomy in Anbar and other provinces in the northwest where they are in a majority - a status similar to that of the Kurds, who won Western-backed autonomy from Saddam in 1991.

"I'm seeing greater determination to defy Maliki and if their demands are not met, the call to have their own region will be an inevitable consequence," said Ahmed Younis. "The Kurdish region could become a model for Sunnis in Anbar."

SECTARIAN SLANT

Sunni complaints against Maliki grew louder a week ago when, just hours after Iraqi President Jalal Talabani, a Kurd seen as a steadying influence, was flown abroad for medical care, troops arrested bodyguards for Finance Minister Rafaie al-Esawi.

For many it recalled how Vice President Tareq al-Hashemi, a Sunni, was forced to flee into exile a year ago, just when U.S. troops had withdrawn. Hashemi, sentenced to death in absentia, told al-Hayat newspaper on Thursday that it was "fresh evidence of a plot to exclude Sunni Arabs from the political process".

Maliki has sought to divide his rivals and strengthen alliances in Iraq's complex political landscape before provincial elections next year and a parliamentary vote in 2014.

A face-off between the Iraqi army and Kurdish forces over disputed oilfields in the north has been seen as a possible way of rallying Sunni Arab support behind the prime minister.

Shi'ite rivals to Maliki, notably cleric Moqtada al-Sadr, have also looked to broader alliance, notably by voicing support for the protesters' grievances in Anbar this week.

But anti-Shi'ite rhetoric among them limits the chances for cooperation: "They lost a lot of sympathy by using these sectarian slogans," lawmaker Hakim al-Zamili, a Sadr ally, told Reuters. "I don't expect many Maliki opponents to join them".

An analyst at the Iraq Institute for Strategic Studies also doubted the protests would broaden greatly to threaten Maliki: "We are talking about demands that have a certain geography," said Yahya Qubaisi. "They are not national demands."

Obama backs off hard lines in search of compromise

WASHINGTON (AP) ? Just two weeks before the economy-threatening "fiscal cliff" is due to kick in, both President Barack Obama and House Speaker John Boehner are making significant concessions, backing off what had once been ironclad positions on how to avoid the huge automatic spending cuts and tax increases.

The moves signal a new stage in the negotiations, which picked up steam Monday with Obama's offer to drop his long-held insistence that taxes rise on individuals earning more than $200,000 and families making more than $250,000. He is now offering a new threshold of $400,000 and lowering his 10-year tax revenue goals from the $1.6 trillion he had argued for a few weeks ago.

Obama's move follows concessions by Boehner on higher tax rates for the wealthy.

In the new proposal, Obama abandoned his demand for permanent borrowing authority. Instead, he is now asking for a new debt limit that would last two years, putting its renewal beyond the politics of a 2014 midterm election.

And in a move sure to create heartburn among some congressional Democrats, Obama is proposing lower cost-of-living increases for Social Security beneficiaries, employing an inflation index that would have far-reaching consequences, including pushing more people into higher income tax brackets.

Those changes, as well as Obama's decision not to seek an extension of a temporary payroll tax cut, would force higher tax payments on the middle class, a wide swath of the population that Obama has repeatedly said he wanted to protect from tax increases.

As public posturing has given way to pragmatism, both sides still seem willing to lock in on a substantial agreement rather than just putting off a fiscal day of reckoning. To that end, Obama has conceded that a big bargain would require giving up some of his proposals.

"I understand that I don't expect the Republicans simply to adopt my budget," he said during his post-election news conference last month. "That's not realistic. So, I recognize we're going to have to compromise."

The talks, facing a looming deadline, seek to avoid across-the-board tax hikes for nearly all wage-earners as well as spending cuts at the Pentagon and in domestic programs that are set to kick in at the start of the new year. Economists inside and outside the government have warned that the combination of the two ? the "fiscal cliff" ? could stall a weak recovery and threaten a new recession.

Obama's steps toward Boehner came after the House speaker took a plunge in a call to Obama on Friday ? while the nation was focused on the horror of a mass murder in Newtown, Conn. ? and agreed to accept an increase in tax rates for taxpayers who earn more than $1 million. Boehner's plan would raise about $1 trillion in taxes over 10 years.

That was a barrier-breaking moment, changing the negotiations from a fundamental debate over whether tax rates should rise at all to quibbling over who should pay them.

There are still plenty of disputes to iron out. And people familiar with Obama's proposal were careful not to describe it as his final offer.

The Obama plan seeks $1.2 trillion in revenue over 10 years and $1.2 trillion in 10-year spending reductions. Boehner aides say the revenue is closer to $1.3 trillion if revenue triggered by the new inflation index is counted, and they say the spending reductions are closer to $930 billion if one discounts about $290 billion in lower estimated debt interest.

"Any movement away from the unrealistic offers the President has made previously is a step in the right direction," Boehner spokesman Brendan Buck said. "But a proposal that includes $1.3 trillion in revenue for only $930 billion in spending cuts cannot be considered balanced."

Either way, though, there is no doubt Obama has moved in Boehner's direction after Boehner opened the door to a tax rate increase.

Obama's plan, like Boehner's, would also raise taxes on dividends and capital gains from 15 percent to 20 percent. Both would also reduce the number of deductions and exemptions that wealthy taxpayers can claim. Obama's proposal also would let estate taxes revert to 55 percent on estates after allowance for a $1 million exemption.

In making his offer, Obama stiff-armed Republican demands to increase the eligibility age for Medicare from 65 to 67, a goal Democrats strongly reject. He also sought to contain cuts in Medicare and other health care programs to about $400 billion over 10 years, less than what Republicans want. And he is continuing to seek spending on unemployment assistance and on public works projects.

Obama's willingness to reduce future cost-of-living increases in Social Security would also mean smaller annual increases in government pensions and veterans' benefits. Annual adjustments to income tax brackets would be smaller, pushing more people into higher tax brackets.

Over time, because annual adjustments to the poverty level would be smaller, the new index could reduce the number of people eligible for programs such as Medicaid, Head Start, food stamps, school lunches and home heating assistance.

To avoid some of that risk, Obama wants lower-income recipients to receive protection against any loss from scaling back future cost-of-living increases, people familiar with his plan said.

Pentagon front-runner has strong Obama ties

WASHINGTON (AP) ? Former Nebraska Sen. Chuck Hagel is a contrarian Republican moderate and decorated Vietnam combat veteran who is likely to support a more rapid withdrawal of U.S. troops from Afghanistan.

As President Barack Obama's top candidate for defense secretary, Hagel has another credential important to the president: a personal relationship with Obama, forged when they were in the Senate and strengthened during overseas trips they took together.

Hagel, 66, emerged last week as the front-runner for the Pentagon's top job, four years after leaving behind a Senate career in which he carved out a reputation as an independent thinker and blunt speaker.

Wounded during the Vietnam War, Hagel backed the Iraq war, but later became a fierce and credible critic of the Bush administration's war policies, making routine trips to Iraq and Afghanistan. He opposed President George W. Bush's plan to send an additional 30,000 troops into Iraq ? a move that has been credited with stabilizing the chaotic country ? as "the most dangerous foreign policy blunder in this country since Vietnam, if it's carried out."

While Hagel supported the Afghanistan war resolution, over time he has become more critical of the decade-plus conflict, with its complex nation-building effort.

Often seeing the Afghan war through the lens of his service in Vietnam, Hagel has declared that militaries are "built to fight and win wars, not bind together failing nations." In a radio interview this year, he spoke broadly of the need for greater diplomacy as the appropriate path in Afghanistan, noting that "the American people want out" of the war.

If nominated ? an announcement could come this week ? and confirmed by the Senate, Hagel would succeed Defense Secretary Leon Panetta. Panetta has made it clear he intends to leave early next year, but has not publicly discussed the timing of his departure. He took the Pentagon job in July 2011.

At the same time, Obama is considering one of Hagel's former Senate colleagues, Democrat John Kerry of Massachusetts, for the job of secretary of state.

To political and defense insiders, Obama's preference for Hagel makes sense.

The former senator shares many of the same ideals of Obama's first Pentagon leader, Republican Robert Gates. When Obama became president in 2009, he asked Gates to remain as defense secretary. Both Hagel and Gates talk of the need for global answers to regional conflicts and an emphasis on so-called soft power, including economic and political aid, to bolster weak nations.

"A Hagel nomination signals an interest in, and a commitment to continuing a bipartisan approach to national security," said David Berteau, senior vice president at the Center for Strategic and International Studies.

He said that Hagel's two terms in the Senate, before he retired in 2009, spanned the latter years of the post-Cold War military drawdown and the post-Sept. 11 buildup. "From a budget point of view he has seen both ends of the spectrum and that gives him a good perspective to start from."

Hagel's possible selection has been met with initial praise from key members of the Senate, including the chairman of the Senate Armed Services Committee, Sen. Carl Levin, D-Mich., who said Hagel would be "terrific."

The choice could trigger opposition from some Jewish groups and may worry Democrats concerned about Israel-related issues. Hagel has criticized discussion of a military strike by either the U.S. or Israel against Iran. He also has backed efforts to bring Iran to the table for talks on future peace in Afghanistan.

"The appointment of Chuck Hagel would be a slap in the face for every American who is concerned about the safety of Israel," said Matt Brooks, executive director of the Republican Jewish Coalition.

Hagel often straddled party lines and had some high-profile dustups with his Republican colleagues.

In 2008, he criticized GOP vice presidential candidate Sarah Palin, saying she lacked foreign policy credentials and that it would be "a stretch" to consider her qualified to become president. His wife, Lilibet Hagel, endorsed Obama in his first run for president. Hagel also was mentioned as a possible candidate for Pentagon chief when Obama was first elected.

As defense secretary, Hagel would preside over the withdrawal of combat troops from Afghanistan and the waning days of the war and would direct some of the steepest cuts in Pentagon spending in years. His task would be to restructure a pared down military that can step away from the grinding wars of the past 11 years and refocus on a swath of regional challenges from Syria, Iran and North Korea to terrorism in Africa and the defense buildup in the Pacific.

A big benefit will be his experience and his allies on Capitol Hill.

"Certainly his name coming forward is one I'm very open to," said Sen. Bob Corker, R-Tenn., who served with Hagel on the Senate Foreign Relations Committee. "I had good relations with him while he was in the Senate. Certainly (he's) a veteran and someone who also spent a lot of time around the world understanding the relations other countries have with the U.S. and vice versa."

Defense analyst Loren Thompson, of the Virginia-based Lexington Institute think tank, said Hagel knows the political system and is known for thinking outside the box, which would help as budget cuts move forward.

"He's a veteran who understands how Congress works and has stayed plugged in to developments in defense policy," Thompson said. "He is not tied to the status quo and will think creatively about how to manage America's military forces."

When you leave the comforts of the office for the rougher environs of the street or the great outdoors, you don't want your laptop to fail you when the ride gets bumpy or when things get messy. For anyone that works from their car or out in the field, Panasonic has the Toughbook line of semi-rugged laptops. The Toughbook CF-53 is a 14-inch laptop that can take a beating without missing a day's work, making it your ideal companion when you need a laptop that's as reliable as you are.

Design and Features
The Panasonic Toughbook has all the trappings of past Toughbooks, like the Panasonic Toughbook CF-31, from the inside and out magnesium alloy construction to locking port covers. Both the keyboard and touchpad are sealed to protect against moisture, and the hinges are both dust- and water-resistant. It's built to meet MIL-STD-810G certification standards for shock and vibration, extremes in temperature, and resistance to dust and moisture. The result is a laptop that can handle everything from a sloshed drink on the keyboard to a drop from waist height. Whether you're in the cab of a police cruiser, parachuting out of a C130, or off-roading to a remote construction site, the Toughbook CF-53 should shrug off whatever abuse it encounters.

As a result of all that rugged construction the Toughbook CF-53 isn't the slimmest or lightest laptop on the market. Its 2.2-inch thickness is equivalent to three ultrabooks stacked one atop another, and the beefy 2.2 by 13.4 by 11.1 inches (HWD) build makes for chunky weight, tipping the scales at 5.8 pounds. To help make it a little easier to tote around, it also sports a briefcase-style handle.

The Toughbook CF-53 has a 14-inch display, and while the 1,366-by-768 resolution won't be winning it any awards, it is readable in direct sunlight, and a preinstalled film protects the display from scratches and is replaceable by the user. The native brightness may be great in sunlight, but indoors you may want to dial it down for the sake of your eyeballs. The spill-resistant keyboard offers a fairly comfortable typing experience, but the touchpad is small (2.0 by 3.2 inches) and the right and left mouse buttons are rubbery and stiff.

Even the AC adapter cable for the Toughbook CF-53 is ruggedized, with four inches of ribbed reinforcement on the plug end (most laptops use a half inch). Along the back and sides of the Toughbook CF-53 are several locking covers which conceal two USB 3.0 ports, two USB 2.0 ports, outputs for HDMI and VGA, a LAN connection, a Serial Port, and a card reader (SDXC). A case lock slot lets you physically secure the laptop, and a tray loading optical drive lets you read and burn DVD-RW discs and CDs. On the right, behind a locking cover, is an empty ExpressCard slot, while on the left, secured with screws, is a cover for an optional Smart Card slot.

The 500GB 7,200 rpm hard drive inside is shock mounted to cushion it against drops and vibration, and it uses a flexible connection so that force isn't transferred between the drive and the system board, protecting it further from damage. It's a larger capacity than the 320GB drive found in the HP EliteBook 8460p, but we actually might have preferred the faster solid-state drives seen in the Dell Latitude E6420 XFR and Dell Latitude E6430 ATG, which are smaller (128GB and 256GB, respectively) but more rugged by virtue of having no moving parts. Internally, the Toughbook CF-53 is equipped with 802.11n Wi-Fi, Bluetooth 4.0, and a SIM card slot is available for optional 3G Gobi/4G LTE mobile broadband, with data available through AT&T, Sprint, and Verizon (pricing varies).

Built for business and government use, the Toughbook CF-53 is bloatware free, and comes with the 32-bit version of Windows 7 Professional already installed. Panasonic covers the Toughbook CF-53 with a three-year warranty.

Performance
Panasonic Toughbook CF-53 Rugged laptops generally follow a much slower product cycle than the average consumer systems, and since the last rugged laptop we've reviewed we revamped most of our tests, but we can still compare the most pertinent aspects of performance.

Panasonic Toughbook CF-53

The Toughbook CF-53 is outfitted with a 2.6GHz Intel Core i5-3320M with 4GB of memory. This processor is part of Intel's Ivy Bridge model-line, which already places it ahead of systems running older CPUs. For example, the Toughbook CF-53 scored 2,801 points in PCMark 7, while others, like the HP Elitebook 8460p (2,065 points), and the Panasonic Toughbook CF-31 (1,386 points), had lower scores due to their older processors. The Toughbook CF-53's Core i5 processor couldn't top the quad-core processors found in the Dell Latitude E6430 ATG (5,021) or the Latitude E6420 XFR (4,035 points).

Similar results were seen in Cinebench R11.5 speed tests, where the Toughbook CF-53 scored 2.88 points, ahead of the HP 8460p (2.44) and the Panasonic CF-31 (1,91), but fell behind the Dell E6430 ATG (3.43) and the Dell E6420 XFR (3.0 points).

The Toughbook CF-53 utilizes Intel's integrated graphics rather than a discrete GPU, but the performance should still be sufficient for moderately demanding graphics performance. It won't support high-end 3D gaming or modeling software used by engineers and architects, but for more basic applications, it should be more than enough.

Where the Toughbook CF-53 really stands out, however, is in battery life. When measured in our video rundown test, the T CF-53's 9-cell, 69Wh battery lasted an impressive 9 hours 6 minutes. Though the numbers aren't directly comparable between tests, when using our older MobileMark benchmark, the Panasonic CF-31 (6:08) and the Dell E6420 XFR (4:56) both fell well behind. Regardless, the test indicates that you'll be able to use the Toughbook CF-53 for hours on end without worry as to when you'll encounter an AC outlet.

For a rugged laptop that won't falter under the stresses of the great outdoors or the factory floor, the Panasonic Toughbook CF-53 is a solid performer with a full selection of armored ports and all-day battery life. Though it does stand out, it doesn't quite top the Dell Latitude E6430 ATG, which remains our Editors' Choice for rugged laptops due to its faster quad-core processor.

Is helicopter parenting to blame for your commitment issues?

A new study shows helicopter parenting is at fault for many of your relationship issues.

It may seem obvious that if your parents never expressed affection with each other, it would affect the way you behave in relationships as an adult. A new study from Tel Aviv University shows that it?s not just our parents interactions with each other that matter, but also the way they interacted with you.?

The study looked at 58 adults between the ages of 22 and 28 and found those who avoid committed romantic relationships were more likely to have had unresponsive or helicopter parents as children. About 22 percent of the participants were ?avoidant? in relationships, meaning they have anxiety about intimacy, are cautious to commit or feel their partner is clingy.?

While avoidant individuals did express a desire for intimacy in relationships, they were conflicted about this need due to a complex parent-child dynamic from their early years.

According to the study, avoidance occurs when children seek emotional support, but learn to avoid caregivers who are either unresponsive or over-intrusive. As adults, they try to satisfy those unmet childhood needs, looking for relationships in which they're validated and accepted, but can keep our personal issues to themselves.

As a self-proclaimed commitment phobe, I do have to admit it is nice to have some understanding of where these underlying fears about relationships come from. Even though a therapist told me this exact same thing eight years ago, I was clearly not ready to hear it.

The good news is that these ?attachment? styles are not permanent and can change with new experiences and relationships, according to the study, which I can vouch for. All it takes is some tough romantic love, a few years of mishaps, and an academic study from Tel Aviv.

Ed and Deb Shapiro: The Best Karma Yogi in the World Is Santa

Karma yoga is perfection in action where our activity is of benefit to others, such as doing good, giving without wanting anything in return, and benevolent service. So who could be a better karma yogi than Santa Claus? Although his appearance may fool you, mainly because he has a habit of eating a lot of cookies, he does get good exercise going up and down all those chimneys. He also has a huge heart, loves to hug children, and is always smiling, which are signs of a good yogi.

For Santa is more than just a jolly old guy in a red outfit. A true yogi is someone who displays wisdom and compassion, and Santa is an excellent example. He sees everyone as his family, is always helping others, and he cares about you whether you're naughty or nice. Such fine qualities are ones we may all want to emulate.

1. He makes us do good and feel good. Now that's a big one, as many of us oftentimes act selfishly and badly.

2. He gives, endlessly, to everyone, all over the world, all at pretty much the same time. This indicates a truly generous heart, one that takes great joy in giving without needing to receive.

3. Yet he does not give blindly. Rather, he judges what is the most appropriate gift for each. This shows great discernment, as giving needs wisdom in order to be of most benefit.

4. He encourages rituals and invokes magic in every child's life: letter writing, stocking filling, decorations, parades, milk and cookies. Ritual is an essential part of honoring anything that is greater than us, and magic is the beauty of the unknown.

5. He listens to our pleas and requests and reads our letters, meaning he takes the time to hear us and pays attention, which we could all do a lot more of.

6. He has great psychic powers: He flies in the sky with reindeer, descends chimneys without getting covered in soot, goes by many names and forms, and is extraordinarily elusive. Has anyone actually ever seen him?

7. He knows where we live. In other words, he is inside every one of us.

8. Most importantly, he lifts our spirits at the darkest time, bringing us laughter and joy, which is undoubtedly the greatest gift of all.

Through giving to others, a la Santa, we turn selfishness into generosity and connect to basic goodness within us, a quality of kindness that is easy to lose touch with. Giving -- whether a smile, our time, a listening ear -- is profoundly joyful, both to the one who is receiving and the one who is giving.

Dec. 17, 2012 ? Reaching out to "high five" someone, grasping and moving objects of different shapes and sizes, feeding herself dark chocolate. For Jan Scheuermann and a team of researchers from the University of Pittsburgh School of Medicine and UPMC, accomplishing these seemingly ordinary tasks demonstrated for the first time that a person with longstanding quadriplegia can maneuver a mind-controlled, human-like robot arm in seven dimensions (7D) to consistently perform many of the natural and complex motions of everyday life.

In a study published in the online version of The Lancet, the researchers described the brain-computer interface (BCI) technology and training programs that allowed Ms. Scheuermann, 53, of Whitehall Borough in Pittsburgh, Pa. to intentionally move an arm, turn and bend a wrist, and close a hand for the first time in nine years.

Less than a year after she told the research team, "I'm going to feed myself chocolate before this is over," Ms. Scheuermann savored its taste and announced as they applauded her feat, "One small nibble for a woman, one giant bite for BCI."

"This is a spectacular leap toward greater function and independence for people who are unable to move their own arms," agreed senior investigator Andrew B. Schwartz, Ph.D., professor, Department of Neurobiology, Pitt School of Medicine. "This technology, which interprets brain signals to guide a robot arm, has enormous potential that we are continuing to explore. Our study has shown us that it is technically feasible to restore ability; the participants have told us that BCI gives them hope for the future."

In 1996, Ms. Scheuermann was a 36-year-old mother of two young children, running a successful business planning parties with murder-mystery themes and living in California when one day she noticed her legs seemed to drag behind her. Within two years, her legs and arms progressively weakened to the point that she required a wheelchair, as well as an attendant to assist her with dressing, eating, bathing and other day-to-day activities. After returning home to Pittsburgh in 1998 for support from her extended family, she was diagnosed with spinocerebellar degeneration, in which the connections between the brain and muscles slowly, and inexplicably, deteriorate.

"Now I can't move my arms and legs at all. I can't even shrug my shoulders," she said. "But I have come to the conclusion that worrying about something is experiencing it twice. I try to dwell on the good things that I have."

A friend pointed out an October 2011 video about another Pitt/UPMC BCI research study in which Tim Hemmes, a Butler, Pa., man who sustained a spinal cord injury that left him with quadriplegia, moved objects on a computer screen and ultimately reached out with a robot arm to touch his girlfriend.

"Wow, it's so neat that he can do that," Ms. Scheuermann thought as she watched him. "I wish I could do something like that." She had her attendant call the trial coordinator immediately, and said, "I'm a quadriplegic. Hook me up, sign me up! I want to do that!"

On Feb. 10, 2012, after screening tests to confirm that she was eligible for the study, co-investigator and UPMC neurosurgeon Elizabeth Tyler-Kabara, M.D., Ph.D., assistant professor, Department of Neurological Surgery, Pitt School of Medicine, placed two quarter-inch square electrode grids with 96 tiny contact points each in the regions of Ms. Scheuermann's brain that would normally control right arm and hand movement.

"Prior to surgery, we conducted functional imaging tests of the brain to determine exactly where to put the two grids," she said. "Then we used imaging technology in the operating room to guide placement of the grids, which have points that penetrate the brain's surface by about one-sixteenth of an inch."

The electrode points pick up signals from individual neurons and computer algorithms are used to identify the firing patterns associated with particular observed or imagined movements, such as raising or lowering the arm, or turning the wrist, explained lead investigator Jennifer Collinger, Ph.D., assistant professor, Department of Physical Medicine and Rehabilitation (PM&R), and research scientist for the VA Pittsburgh Healthcare System. That intent to move is then translated into actual movement of the robot arm, which was developed by Johns Hopkins University's Applied Physics Lab.

Two days after the operation, the team hooked up the two terminals that protrude from Ms. Scheuermann's skull to the computer. "We could actually see the neurons fire on the computer screen when she thought about closing her hand," Dr. Collinger said. "When she stopped, they stopped firing. So we thought, 'This is really going to work.'"

Within a week, Ms. Scheuermann could reach in and out, left and right, and up and down with the arm, which she named Hector, giving her 3-dimensional control that had her high-fiving with the researchers. "What we did in the first week they thought we'd be stuck on for a month," she noted.

Before three months had passed, she also could flex the wrist back and forth, move it from side to side and rotate it clockwise and counter-clockwise, as well as grip objects, adding up to what scientists call 7D control. In a study task called the Action Research Arm Test, Ms. Scheuermann guided the arm from a position four inches above a table to pick up blocks and tubes of different sizes, a ball and a stone and put them down on a nearby tray. She also picked up cones from one base to restack them on another a foot away, another task requiring grasping, transporting and positioning of objects with precision.

"Our findings indicate that by a variety of measures, she was able to improve her performance consistently over many days," Dr. Schwartz explained. "The training methods and algorithms that we used in monkey models of this technology also worked for Jan, suggesting that it's possible for people with long-term paralysis to recover natural, intuitive command signals to orient a prosthetic hand and arm to allow meaningful interaction with the environment."

In a separate study, researchers also continue to study BCI technology that uses an electrocortigraphy (ECoG) grid, which sits on the surface of the brain rather than slightly penetrates the tissue as in the case of the grids used for Ms. Scheuermann.

In both studies, "we're recording electrical activity in the brain, and the goal is to try to decode what that activity means and then use that code to control an arm," said senior investigator Michael Boninger, M.D., professor and chair, PM&R, and director of UPMC Rehabilitation Institute. "We are learning so much about how the brain controls motor activity, thanks to the hard work and dedication of our trial participants. Perhaps in five to 10 years, we will have a device that can be used in the day-to-day lives of people who are not able to use their own arms."

The next step for BCI technology will likely use a two-way electrode system that can not only capture the intention to move, but in addition, will stimulate the brain to generate sensation, potentially allowing a user to adjust grip strength to firmly grasp a doorknob or gently cradle an egg.

After that, "we're hoping this can become a fully implanted, wireless system that people can actually use in their homes without our supervision," Dr. Collinger said. "It might even be possible to combine brain control with a device that directly stimulates muscles to restore movement of the individual's own limb."

For now, Ms. Scheuermann is expected to continue to put the BCI technology through its paces for two more months, and then the implants will be removed in another operation.

"This is the ride of my life," she said. "This is the rollercoaster. This is skydiving. It's just fabulous, and I'm enjoying every second of it."

Obama spokesman: ?Today?s not the day? for gun control talk

"Today's not the day to -- I believe, as a father -- a day to engage in the usual Washington policy debates," press secretary Jay Carney told reporters. "I think that that day will come, but today's not that day."

Carney's admonition came as news organizations reported that at least 27 people, including 18 children, were killed at an elementary school in Newtown, CT.

"As a father, incidents like these weigh heavily on him ? and, I think, on everyone who has children," Carney said, highlighting "the enormous suffering" of parents of those killed.

Obama got word of the tragedy at 10:30 a.m. from Homeland Security Adviser John Brennan. He later discussed the situation with FBI Director Robert Mueller and Connectictut Governor Dannel Malloy and shared his "condolences and concern," Carney said.

Pressed by a reporter, the spokesman said that renewing the assault weapons ban "does remain a commitment" of the president, though Obama has taken no serious steps to promote that on Capitol Hill.

Repeatedly pushed on when would be an appropriate time to discuss possible actions by Washington to prevent future tragedies, Carney declined to answer.

"Our minds and our focus need to be on what's happening there and providing assistance where we can to those who need it," he said at one point. Now is the time to "feel enormous sympathy for the families that are affected and to do everything we can to support state and local law enforcement, support those who are enduring what appears to be a very tragic event."

One reporter pointed to Obama's remarks in July just days after a shooting spree that left 12 dead and some 60 injured at a movie theater in Aurora, Colorado.

"I hope that over the next several days, next several weeks, and next several months, we all reflect on how we can do something about some of the senseless violence that ends up marring this country, but also reflect on all the wonderful people who make this the greatest country on Earth," Obama said at the time.

"I really encourage all of us to give a moment here to focus on what is an unfolding tragedy in Connecticut and not to engage Washington policy battles of long running," Carney replied. "We do that often, and it's appropriate, and I'm sure the day for this will come, but today is not that day."

But Obama has made similar comments before, including at a January 2012 memorial for the victims of a mass shooting in Tucson, Arizona, in which then-Congresswoman Gabby Giffords was grievously wounded.

"We have to examine all the facts behind this tragedy.?We cannot and will not be passive in the face of such violence.?We should be willing to challenge old assumptions in order to lessen the prospects of such violence in the future," Obama said.?"But what we cannot do is use this tragedy as one more occasion to turn on each otherThat we cannot do."
